REPORT OF THE ATTORNEY GENERAL ON THE USE OF DEADLY FORCE BY WILMINGTON POLICE 

ON SEPTEMBER 13, 2003



(Wilmington, DE): Deputy Attorney General Eugene Hall, Director of the Fraud and Consumer Protection Division, today released a statement concerning the use of deadly force by Wilmington Police on September 13, 2003:

“The Attorney General’s investigation of police shootings serves a special, but limited, purpose. The Attorney General’s Office determines whether a police officer’s use of deadly force constitutes a criminal act. Our investigation has concluded that the use of deadly force by the officers was to protect themselves or another person from risk of serious physical injury or death and was justified. The officers are, therefore, not subject to criminal prosecution under Delaware law.”
