Dear Commissioner Waserstein:
You have asked whether the Human Relations Commission has authority to award compensatory or punitive damages to a complainant who was subjected to discrimination in public accommodations. For the following reasons, we conclude that there is no authority under chapter 45 for an award of damages, whether characterized as compensatory or punitive. Complainants have other options available to them to seek such relief, but it may not be awarded under this statute.
